محترم قارئین کرام،پاکستان ایک زرعی ملک ہے صرف یہی نہیں بلکہ اس کی بہت ساری انڈسٹری کا دار ومدار بھی زراعت پر ہے زراعت کےلیے پانی کی اہمیت سے کون واقف نہیں افسوس کے ساتھ کہنا پڑتا ہے کہ پاکستان میں پانی کو ذخیرہ کرنے کے لیے حکمران مسلسل مجرمانہ غفلت کے مرتکب ہوتے چلے آرہے ہیں جس کی وجہ سے وقت کے ساتھ ساتھ نہری پانی کے مسائل بڑھتے اور گھمبیر شکل اختیار کرتے جا رہے ہیں نئے ڈیمز کی اشد ضرورت اور تعمیر کو کب تک سیاست اور صوبائیت کی نظر کرتے رہیں گے اگر ملک میں پانی کے ضیاع کو نہ روکا گیا تو یقین کریں اللہ نہ کرے کہ ایسا ہو سرسبز پاکستان بنجر پاکستان بن جائے گا ہمیں کالا باغ ڈیم سیمت درجنوں چھوٹے بڑے دیگر ڈیمز بنانے کی طرف سنجیدگی سے عملی طور پر آگے بڑھنا ہوگا پاکستان پیپلز پارٹی کے چیئرمین بلاول بھٹو زرداری آجکل سندھ کے پانی پر مسلسل جس انداز اور لب و لہجہ میں بول رہے ہیں خطہ سرائیکستان کے عوام کو بڑا دُکھ ہو رہا ہے خطہ سرائیکستان دوہرے استحصال،ظلم و زیادتی کا شکار ہے پنجاب ارسا سے ایک طرف پورے صوبے کا حصے کا پانی لے لیتا ہے جبکہ آگے سرائیکی وسیب بلخصوص ٹیل کے اضلاع کو ضرورت، حق اور حصے کا پانی نہیں دیتا پہلے سرائیکی خطے کے دریا بیچے گئے اور اب سرائیکی وسیب کی نہریں بند کی جا رہی ہیں نہ جانے یہ کس جرم کی سزا دی جا رہی ہے حالانکہ اپنا پیٹ کاٹ کر پاکستان کے وجود کو مکمل اور مضبوط کرنے میں سابق مملکت خدا داد ریاست بہاول پور کی بڑی قربانی ہے سرائیکی وسیب خاص طور پر ضلع رحیم یارخان کو کربلا بنانے سے بچایا جائے.سرائیکی خطے کا پانی بیچنے اور سرائیکی خطے کے عوام کو بیچنے کا کاروبار اور دھندہ کرنے والے اب باز آجائیں پانی کی صورت حال تقسیم اور تازہ ترین ایشو پر مزید بات کرنے سے قبل میں آپ کے ساتھ پنجاب کے وزیر آبپاشی سردار محسن لغاری کی کچھ باتیں اور خطابات شیئر کرنا چاہتا ہوں تاکہ حکومتی و سرکاری موقف بھی آپ کے  سامنے رہے

 ُپاکستان میں آبپاشی کانہری نظام صوبوں کے درمیان پانی کی منصفانہ بنیادوں پر تقسیم کو یقینی بناتا ہے صوبہ پنجاب اس بات کا خواہشمند ہے کہ اسے اپنے حصے کا نہری پانی استعمال کرنے دیا جائے،تاہم سندھ روایتی ہٹ دھرمی اور غلط اعداد و شمارکے ذریعے پنجاب کے خلاف پراپیگنڈہ کررہا ہے۔تاہم دیگر صوبے اس بات سے بخوبی آگاہ ہیں کہ پنجاب نے کسی کے حصے کا پانی استعمال کیا ہے اورنہ کرے گا صوبہ سندھ کو بھی چاہیے کہ وہ پانی کے مسئلے پر صوبوں کے درمیان اختلافات بڑھانے کی بجائے پاکستان میں پانی ذخیرہ کرنے کی گنجائش بڑھانے میں تعاون کرے

یہ باتیں صوبائی وزیر آبپاشی پنجاب محسن خان لغاری نےبطور مہمان خصوصی 11 جون کولاہور میں انصاف لائرز فورم کے زیر اہتمام ”پانی بچائیں زندگی بچائیں“ کنونیشن سے خطاب کے دوران کیں.صوبائی وزیر محسن خان لغاری نے کہا کہ کہ اکثر ممالک 40%پانی ذخیرہ کرتے ہے جبکہ پاکستان صرف 10%پانی ذخیرہ کرتا ہے جو تشویش ناک ہے حکومت پانی ذخیرہ کرنے کی استعداد کو 13 ملین ایکڑ فٹ سے بڑھا کر 25 ملین ایکڑ فٹ کرنے کے لئے مختلف پراجیکٹس پر کام کررہی ہے تاکہ ملک کو زرعی مقاصد اور پینے کےلئے پانی کی قلت کا سامنا نہ کرنا پڑے صوبائی وزیر محسن خان لغاری نے مزید کہا کہ پانی قدرت کی طرف سے عطاء کردہ بہترین تحفہ ہے اور پانی کے محتاط استعمال سے آنے والی نسلوں کو پانی کی قلت کے خطرے سے محفوظ کیا جاسکتا ہے پانی کو ضائع ہونے سے بچایا جائے کیونکہ 2025 تک پاکستان کا شمار پانی کی قلت کے شکار ممالک میں شامل ہونے کا خدشہ ہے ہم پانی کے باکفایت استعمال کو یقینی بنا کرپانی کے ضیاع کو روک سکتے ہیں ہمیں پانی کے مسئلے کو سنجیدگی سے لینا ہوگا اور پانی بچاﺅ، زندگی بچاﺅ کے اصول پر عمل پیرا ہونا ہوگا کیونکہ انسان کا چھوٹا سا قدم بہت فرق ڈال سکتا ہے

13 جون کو صوبائی وزیر آبپاشی سردار محسن خان لغاری نے ڈی جی پی آر آفس میں پانی کے ایشو پر اہم پریس کانفرنس سے خطاب کرتے ہوئے کہا کہ سندھ غلط اعدادو شمار پیش کرکے پنجاب پر پانی چوری الزام لگاتا ہے جبکہ خود غیر جانبدار ماہرین کی تعیناتی کرنے سے بھی انکاری ہے وزیراعظم پاکستان عمران خان کی زیر صدارت اجلاس میں فیصلہ ہوا تھا کہ واپڈا، سندھ اور پنجاب کے مبصرین تعینات کئے جائیں گے اس حوالے سے واپڈا اور پنجاب نے اپنے مبصرین تعینات کردیئے ہیں لیکن سندھ نے ابھی تک نہ مبصرین کی تعیناتی عمل میں لائی ہے بلکہ بعد میں ارساکو خط لکھ دیا کہ سندھ پانی کے اخراج کی جانچ کی اس مشق میں حصہ نہیں لے سکتا صوبائی وزیر آبپاشی محسن لغاری نے کہاکہ سندھ کا کسی کی بات نہ ماننے والا رویہ انتہائی افسوس ناک ہے اس سے بڑھ کر اب سندھ نے آئندہ کسی بھی میٹنگ میں شامل ہونے سے انکار کردیاہے اگر یہی صورتحال رہی اور پنجاب کو اس کے حصے کا پانی نہ مل سکا تو آئندہ ربیع سیزن میں گندم کی فصل کو شدید نقصان پہنچ سکتا ہے جوکہ ملکی فوڈ سیکورٹی کیلئے انتہائی خطرناک ہے سندھ کو سنجیدگی کا مظاہرہ کرتے ہوئے مذاکرات کی میز پر بیٹھنا ہوگا اور تمام معاملات کو افہام و تفہیم سے حل کرنا ہوگا ورنہ ہم اس مسئلہ کو کونسل آف کامن انٹرسٹ میں پیش کریں گے صوبائی وزیر آبپاشی پنجاب نے ارسا سے اپیل کی کہ صوبوں کے مابین دستیاب پانی کی منصفانہ تقسیم کیلئے ضروری ہے کہ ارسا سندھ اور پنجاب کے منتخب بیراجوں پر غیر جانبدار ماہرین تعینات کرے ارسا کو چاہیے کہ سندھ کے ایریا میں پانی کے ضیاع کو سندھ کے کھاتے میں ڈالے جبکہ پنجاب کے پانی کے ضیاع کو پنجاب کے کھاتے میں ڈالے کیونکہ سندھ میں پانی کا ضیاع 39 فیصد ہے جبکہ پنجاب میں صرف 2 فیصد ہے کیونکہ کئی مرتبہ کی گئی غیر جانبدار انسپکشن یہ بات ثابت کرچکی ہے کہ پانی کے غیر معمولی ضیاع کی اصل وجہ سندھ کے بیراجوں سے پانی کے اخراج کا رپورٹ شدہ ڈیٹا غلط ہے.صوبائی وزیر نے مزید یہ بھی بتایاکہ پنجاب کے واٹر ڈیٹا کا نظام انتہائی شفاف ہے.ٗ ٗ

محترم قارئین کرام،ایسے لگتا ہے کہ ہم نمائشی حکمرانوں، کاغذی وزیروں،قبضہ گیروں اور مافیاز کے نرغے میں ہیں جو مسلسل عوام کا خون چوس رہے ہیں بھوک اور پیاس میں مبتلا کرکے انہیں باہم لڑانے کی سازشیں بھی کر رہے ہیں پانی کو ذخیرہ نہ کرنے کا انتظام نہ کرنے والے ذمہ داران کون ہیں پانی کا ضیاع کرنے والوں کو کیونکر نہیں روکا جا رہا ملک میں کوئی بھی اہم قانون سازی اور معاہدہ جات کے وقت تمام حصہ داروں اور سٹک ہولڈرز کی حاضری کیونکر نظر انداز کی جاتی ہے. سرائیکی خطے کو کس کے رحم و کرم پر چھوڑ دیا جاتا ہے. یہ خوشحال خطہ کب تک اور کس جس جس کا کھاج اور راج بنتا رہے گا. اب بس کریں بہت ہو گئی ہے.برداشت جواب دے گئی ہے.ایک مورچے والے گولیاں ماریں دوسرے مورچے والے پانی بند کریں واہ تمھارا انصاف اور بھائی چارہ. بلاول بھٹو زرداری صاحب سرائیکی خطے کو آپ سے قطعاََ یہ امید نہ تھی آپ ٹی پی لنک یعنی تونسہ پنجند لنک بند کرنے کی بات کرکے پنجاب نہیں بلکہ ضلع رحیم یارخان کے عوام کے منہ پر تھپڑیں مار رہے ہیں ان کی آباد زمینوں کو بنجر کرنے کی باتیں کر رہے ہیں سندھ کو اس کا حق اور حصے کا پانی ملنا چاہئیے اور ملنا چاہئیے مگر جناب عوام کو گمراہ کرکے سیاست چمکانا بند کریں یہ کارڈ وب ناکارہ ہو چکے ہیں رحیم یارخان اور سرائیکی وسیب قربانی بکرے نہیں ہیں کہ جب، جس وقت اور جہاں چاہیں تکبیر بغیر تکبیر بھون کے کھائیں. آپ ارسا کے نمائندگان کو گڈو بیراج چیک کیوں نہیں کرنے دیتے ریکارڈ فراہم کیوں نہیں کرتے.زمینی حقائق بولتے ہیں گیٹ لیول چیک کریں اور پانڈ لیول چیک کریں فرق اور بے ایمانی سامنے آجائے گی سندھ کے عوام کو گمراہ کرکے آپ کیا کرنا چاہتے ہیں اپنی پیپلز پارٹی کو سندھ تک محدود نہ کریں سرائیکی وسیب کے عوام کی اکثریت پیپلز پارٹی کے ساتھ جڑی ہوئی ہے مگر آپ جس روش اور راستے پر چل نکلے ہیں یاد رکھیں اگر اسے برقرار رکھا تو آنے والے دنوں میں پیپلز پارٹی سےوابستہ ضلع رحیم یارخان کےانتہائی باادب، بااحترام اپنے عوام کے ساتھ خود بھی زیادتی کا شکار اہم سیاستدانوں مخدوم احمد محمود، مخدوم شہاب الدین،مخدوم ارتضی ہاشمی رئیس منیر احمد، رئیس نبیل احمد، سردار ممتاز چانگ، سردار غضنفر لنگاہ، ڈاڈا میاں عبدالستارلاڑ، خواجہ قطب فرید کوریجہ وغیرہ کے گھروں اور ڈیروں کے باہر عوام بھوک پیاس ہائے ہائے، نہری پانی ہائے ہائے پیپلز پارٹی مردہ باد کے نعرے لگاتے نظر آئیں گے ویسے ان تمام صاحبان کو چاہئیے کہ وہ فورا انفرادی طورپر اپنی قیادت کو عوامی جذبات سے آگاہ کریں بعد ازاں وسیع عوامی مفاد اور ماں دھرتی کے حق کی خاطر اجتماعی طور پر بلاول بھٹو زرداری اور آصف زرداری سے ملاقات کرکے احتجاج کریں اس سے پہلے کہ کسان ان کے گھروں جے باہر احتجاج کریں روزانہ کی بنیاد پر خوشامدانہ پوسٹیں لگانے والوں کو اگر فرصت ملے تو اہنا صوبہ اپنا، اختیات والے حکمران جماعت کے رہنماؤں خاص طور پر ضلع رحیم یارخان کے وزراء بھائیوں وفاقی وزیر مخدوم خسرو بختیار اور صوبائی وزیر خزانہ مخدوم ہاشم جواں بخت کو بھی آگاہ کر دیں کہ سرکار ضلع کی نہریں بند پڑی ہیں آپ بااختیار وزراء ہیں کچھ کریں ضلع رحیم یارخان کو حق کے باوجود اگر تربیلا کمانڈ سے پانی نہیں ملتا تو اپنے سیادی و کاروباری پارٹنرز سے بات کرکے کچھ نہ کچھ منگلا کمانڈ سے پانی دلوا دیں تاکہ مسلسل خشکی یا ادھ ادھورے ہانی کی وجہ سے نہروں میں چوہے نقصان نہ کرتے پھریں ضلع رحیم یارخان کے عوام پوچھتے ہیں کہ صوبہ پنجاب میں مختلف نہروں کو چلانے کا جو سسٹم ہے جسے تربیلا کمانڈ اور منگلا کمانڈ کے نام سے موسوم کیا جاتا ہے ضلع میانوالی خوشاب، بکھر، لیہ مظفر گڑھ رحیم یارخان وغیرہ تربیلا کمانڈ میں شامل ہیں ٹی پی لنک بھی تربیلا کمانڈ کا حصہ ہے جب سندھ کو اپنے حصے اور حق کا پانی جا رہا ہو مکمل مل رہا ہو تو ٹی پی لنک کو بند کرنے کا مطالبہ کیوں اور کس لیے؟ پنجاب منگلا کمانڈ تریموں سے پانی فراہم نہ کرے اور سندھ ٹی پی لنک سے پنجند کینال اور ضلع رحیم یارخان کہاں سے پانی لے، کدھر جائے کوئی راستہ تو بتائیں؟ پنجاب بھی خطہ سرائیکستان کے ساتھ زیادتی کر رہا ہے پنجند کا حصہ 10484 کیوسک مقرر کر رکھا ہے جوکہ بہت کم ہے یہ حصہ آج کل دیا ہی نہیں جا رہا اکثر نہریں بند پڑی ہیں کم ازکم15000 کیوسک پانی حق بنتا ہے اس علاقے کا ضلع رحیم یارخان پنجند کینال،عباسیہ لنک کینال اور عباسیہ کینال کے ذریعے پانی فراہم کیا جاتا ہے زرعی ملک کے ساتھ دشمنی کرتے ہوئے کاٹن بیلٹ کو دانستہ شوگر بیلٹ بنا دیا گیا ہے گنے کی فصل کےلیے دوسری فصلات کی نسبت تین چار گنا اضافی پانی درکار ہوتا ہے یہاں پہلے بھی اچھے خاصے رقبے پر باغات ہیں باغات کے لیے بھی زیادہ پانی کی ضرورت ہوتی ہے ضلع میں فصلات کی نوعیت اور شرح تبدیل ہونے کے بعد ان کی ضروریات کے مطابق پانی کا کوٹہ نہیں بڑھایا گیا جو کہ سراسر زیادتی ہے 1991میں صوبہ سندھ اور صوبہ پنجاب کے مابین طے پانے والے پانی کے معاہدے اور قائم کی گئی اتھارٹی کو از سرے نو تشکیل دینے کی ضرورت ہے ارسا یعنی انڈس ریور سسٹم اتھارٹی جوکہ وفاق کے زیر انتظام قومی ادارہ ہے جس میں چاروں صوبوں کے نمائندوں علاوہ وفاق کا نمائندہ بھی شامل ہوتا ہے اب شدت سے ضرورت محسوس کی جا رہی ہے کہ اس میں خطہ سرائیکستان کا نمائندہ بھی شامل کیا جائے سرائیکی خطے کا پانی کا کوٹہ پنجاب سے علیحدہ کیا جائے ویسے جملہ زیادتیوں اور استحصال سے بچنے کا پائیدار حل تو یہ ہے کہ اپنا صوبہ اپنا اختیار والے سرائیکی وسیب کے عوام کو اپنا سرائیکی صوبہ دیں پاکستان کے صوبوں کو متوازن کرکے پاکستان کو مضبوط کریں

محترم قارئین کرام،پہلے میرا ارادہ تھا کہ پانی کے ایشو پر وزیر اعظم نیا پاکستان محترم عمران خان صاحب سے نوٹس اور ایکشن لینے کی اپیل اور ارداس کی جائے لیکن شوگر فیکٹریز کنٹرول ترمیمی ایکٹ 2021ء کے سلسلے میں ان کی بے بسی و بے چارگی کو دیکھتے ہوئے انہیں مزید کسی آزمائش میں ڈال کر نیا تماشہ دیکھنے کا موڈ نہیں صوبہ پنجاب میں شوگر فیکٹریز کنٹرول ایکٹ ترمیمی آرڈیننس 2020عمران خان اور بزدار حکومت کا ایک کسان دوست فیصلہ اور اقدام تھا اس آرڈیننس کو شوگر مافیا نے جس طرح اداروں میں موجود اپنے ایجنٹوں،گماشتوں کے ذریعے چوری چھپے اس میں سے کسان دوست  شقیں نکلوا کراسے شوگر فیکٹریز کنٹرول ایکٹ2021ء کی صورت میں4مئی کو راتوں رات منظور کروایا کسانوں کے شور و واویلے پر وزیر اعظم عمران نے سختی سے نوٹس لیا اسے درست کرکے4جون کو دوبارہ منظوری کے مرحلے سے گزارا اب تازہ ترین صورت حال یہ ہے کہ وزیر اعظم کی ہدایت کے باوجود اس منظور ہونے والے نئےشوگر فیکٹریز کنٹرول ایکٹ کی کاپی نہیں دی جا رہی گورنر پنجاب چودھری محمد سرور اس پر دستخط ہی نہیں کر رہے کیوں؟ آخر کیا وجہ ہے کونسی سی ایسی قوت اور طاقت ہے جس نے روکا ہوا ہے یا رکوایا ہوا ہے کیا ایکٹ میں وعدے کے مطابق شقیں بحال نہیں کی گئیں یا کوئی نئی گڑ بڑ کی جا رہی ہے یقین کریں جناب وزیز اعظم کی یہ حیثیت دیکھ کر ان پر ترس آ رہا ہے بے چارہ مافیاز کے درمیان کہاں پھنس گیا ہے اب اُن کی خدمت میں گزارش ہے کہ ملک  پر اور ملک کے عوام پر کچھ رحم کریں کسان اور عوام مرگئے تو؟ ویسے مفت میں میرا مشورہ ہے کہ آئی ایم ایف یا کسی اور عالمی ادارے کی بجائے ملک کو دس سال کے لیے پاکستان شوگر ملز ایسوسی ایشن کو ٹھیکے پر دے دیا جائے تاکہ گھر کی بات گھر میں ہی رہے ایسٹ انڈیا کمپنی نہ جانے اس وقت کیوں یاد آرہی ہے؟یااللہ خیرفرما آمین۔
